If agriculture is the economic backbone of Idaho, then water is its lifeblood. Recognizing the political power of water users and food producers in the state, TU's Idaho Water Project is concentrating its efforts on building coalitions with water users, landowners, and lawmakers on habitat and flow restoration projects that are feasible under existing law, and working with all parties to consider new programs, such as private water leasing.
 The Idaho program is working to accomplish this in part by building political will by partnering with water user groups and state lawmakers and restoring stream flows in key river basins. TU is building a base of support and providing information through the distribution of publications such as the "Where the Wildlands Are: Idaho" report; focusing both on-the-ground and legislative efforts in headwater streams that offer the most habitat improvement for coldwater fisheries; and building strong coalitions with irrigators, local lawmakers, and agencies.
